This fix corrects the slow Outlook startup problem when you remove or prevent Messenger from running.

Have you disabled Messenger in your local computer policy (or anywhere else for that matter)? This will cause a slow Outlook Express startup. There was a way around it, but I forgot where . Maybe a tweaking site. Anyway, I just let messenger run without loggin in. Would be nice if someone knew the exact fix.

I'm currently having a similar problem, probably not related but worth a shot. After rebooting the host computer stop and restart the ICS Service. Then try the connection from the client computers.
The problem I am having is temporarily fixed by doing this (obviously until the next reboot).
