since you cant seem to get any help like I me I figured I might as well help you. You have the run the Setup.exe on the disc under Win98/WinME compatability mode and then the game should run fine. but also load the resident evil 3.exe in the same compatability mode. I cant seem to get the mercinaries part of the game to work but the game itself works correctly

I can get the game to run an load games in WINXP its just that whenever I run it in windows 95 compatability mode the screen is very small and near impossible to play and I have tried every one of the display settings
