Can you see the your workgroup on Entire Network/Microsoft Network? Do you get the same error? Check that you have NetBIOS enabled. There seems to be IRQ conflict with one of your devices. When you are in the device manager, open Display adapters, doubleclick your card. Goto Resources tab. See what device is causing conflict. Remove/disable it, IF possible. I.e. it is gamepad, which you do not use often, etc. Use common sense.

Goto the settings tab of display properties. Click Advanced. Click on the Troubleshoot tab and move hardware acceleration bar all the way to the right, if not already. Reboot.
