try isolating the problem ie. another video card to see if it changes anything. If this doesn't work open case door thats behind motherboard and check to see if you have any of those square pins (used to attach mobo to case) which are not connected via screw to mobo but just sitting there useless and might ber causing a short. if so remove and try again.

Though this may not sound like an emergency - it really is. I've been told by the powers that boss to choose a new 22 inch CRT by the end of next week. Using web resources here are my options (so far): 1. IBM C220P (good reviews - would love to hear from anyone) 2. Mitsubishi 2070sb (some reviewrs say bad on text - true?) 3. Samsung 1200NF (Supposedly good - anyone?) 4. 19 inch Lacie blue 4 (only 19 inch available to me) 5. Any other you can recommend I do mostly 3d work + compositing. Really would love to hear anything from anyone Thanks!
