I did check some of the required network services. The Remote Access Connection Manager was not started. I tried to start it but the message I get was that the Remote Access Connection Manager could not be started because it could not allocate buffer. BTW, in my case I reinstalled Windows XP after my PC started to reset immediately after booting up Win XP. The PC would startup, the XP would be should but then afterwards it would just reset and cycle over and over until I just turn it off.

grommet, did you ever find a solution to your problem of not being able to create a dial up connection? I am encountering the same problem. Would appreciate it if you could tell me how you solved this issue. Thanks.
