I'm having the exact same problem. I have win XP pro. Is it possible that because I have a device driver that is NOT digitally signed, It would cause this to happen? And if so, is there a way to get by this? I have a ATI Radeon video card that says the driver is NOT digitally signed.. Only thing I can think of that would cause this problem. Hopefully someone here has a good answer! :x
