Hey guys, I'm having the same problem. Looks like it's also happening to people running XP64, however, they figured out how to fix it. You have to remove the launch conditions as well as some DirectX thing. Follow the directions about halfway through this post: http://www.planetamd64.com/lofiversion/index.php/t7864.html and it will work fine!
