I have a D-link DI-604 router too, and I had a similar problem. Here was my solution I hope it works for you too. It should work to help list, refresh steam, half life 2, counter strike source servers.
Go to Advanced --> Applications (http://www.portforward.com/dlink/di-604-porttriggering.htm). There, put in the ports 27000-27015, 27020-27039, 1200 (under three separate entrees respectively. e.g. steam1, steam2, steam3) for both Trigger and Public Port, and "BOTH" under Trigger/Public Type. These ports should cover the dedicated server port as well.
