Another idea... Your scanner receives the power from the USB port of the PC. Maybe the PC's USB port has problem. Try to connect the scanner to another USB connector.

Maybe this will help you... I had no driver CD for my Pakckard Bell Diamond 1200 plus. I downloaded and installed the driver of MUSTEK BearPaw 1200CU PLUS, which is very similar model. MUSTEK is the manufacturer of the Pakckard Bell scanner. Now it works fairly well... http://www2.mustek.com/download/driv_scanr/english/b1200cuplus.html
