I also had this problem. For me it is something with 'ATI Tay Tools'. When I close that program the problem goes away. This happens on more than one computer. I suspect the issue is with some programs that put an icon and/or functions from the 'tray' area on the task bar. You might try closing program in the tray area and see what happens. Good luck!
