I have a solution that will work perfectly.
I ripped the icons from shell32.dll XP with microangelo.
Made a new DLL with all explorer and shell related icons in it. (Icons 0 - 44).
I also made a batch file which copies it to your %windir%\system32\icons
and a regfile to make the appropriate changes.
I also included a small .txt file with instructions.
I can e-mail it if you like to try it.

Open regedit and go to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer
Create a new stringvalue Max Cached Icons
with a valuedata of xxxx
where xxxx is the number of cached icons.
I use 2000 which seems to be sufficient.
