cli2nop.bat or whatever, where can i get it

i've been fiddling with some programs, and have come across this tool

"cli2nop" i see it everywhere, what is it and where can i get it, I run Windows 2000. Is it available on NT4, can someone send me the file or tell me how to get it off the NT4 cd?
