OK, probably time for silly WinXP question of the day

How do I create a shortcut to Control Panel on the desktop?

Was nice and easy under Win2k, but all the usual right-click create shortcut and drag & drop don't work.

make the control panel veiwable in my computer and then just right click/create shortcut
