Couldn't call context menus

I noticed that context menu for any folder couldn't be called

For files and drives - everything is all right. I'm the only Admin on my comp. All other family members are Users. What has happened and HowTo repair this

Exactly what is the problem? I understand it involves context menus and somehow any folder.

If it shows for files & drives then it is there....

Well Iwasn't exact. I meant the property window (selected from the context menu) doesn't appears for folder(s), butdoes appear for files or drives.
