Internet Connection Sharing Error code 783

Whenever I try enabling ICS I get an error message 783 and the ICS blocks automatically unchecks itself. I am running Windows 2K on both computers and have a good working netword between the two. My connection is an external DSL modem that runs through a USB port.

the weird thing is that the computer with the external modem has an ip address of 0.0.0.0 in ipconfig
