IE and the scroll bar... gone CRAZY!

I think it was after a new IE patch or something... When you click anywhere in that bar (scroll bar) it should go down 1 full screen. Instead it goes down like 1 and a half. So if you are reading a page like nt compatible with small posts you usually miss a couple. Is anyone else seeing this from the patch... or is it something I can adjust somewhere? Any thougths one this would be great!
