CD just keeps spinning

I recently uninstalled Counter-Strike because of some errors I was having with it along with Steam. But now when I put my CS retail cd in, when I click install the CD just starts spinning with the fan. This doesn't stop though, it just keeps spinning and spinning with no installation progress happening.

 

Can someone tell me what's wrong?

Could be an issue with the autorun but does any other disc behave this way ?!?

 

Can you play an audio CD normally or some other data or game/app cd normally ?!?

No other CD behaves this way. I can play audio CD's and I can burn CD's as well. This is the only CD I believe that does this.

Then I would check the surface for any defects like deep scratches and/or cracks.

 

Perhaps something has happened to the protective surface

 

Also, do you have any other drive/computer that you can try this CD on ?!?

The CD has no scratches at all. I've kept it in great condition. Also the CD does run on other computers and I do not have another CD drive to try it on, on the computer I want to install it on.
