All Programs menu button stopped working

My All Programs button on the XP Start menu doesn't work at all. Also, I cannot get right click context menu to appear for this button or the Start button.

 

If I switch to Classic menu, All Programs works but if I use the Taskbar control panel and select Customized, then Advanced, an explorer window opens showing my C: drive, not the Start Menu folder like before. Also, I cannot drag and drop programs to the menu like before.

This happened after our IRM folks upgraded computers to Active Directory and copied my old "profile" to a new one, then deleted the old "profile".
