Does this suffice for a bi-directional firewall?

I'm using Windows Firewall and IPSec filtering rules for bi-directional port blocking. Is this good use of free tools that come with XP for creating a bi-directional firewall, or is it nonsense?

 

If you think it's nonsense, please explain.
