xo telling me safe to turn of computer like 98 ver

just installed xp professional back onto computer and now when i log of it tells me safe to turn of computer like in 98 never done this before and have made no hardware changes to the computer .

computer works as normal no changes to log in or starting times

just that bit at the end any ideas on how to fix this woulod be appreciated

just installed xp service pack three and i still have the same problem
