VSync is the fps limiter. which is of course somewhat obvious when you think about it. if vsync is on, your syncronising redraw with refresh, ie, you cant go above your monitors refresh rate. Disable vsync and it will go higher (if capable). Vsync on nvidia cards in 99% of games wont cause a problem at all.
