Screen refresh rate in games

My problem is that i can't get over 60Hz

in refreshrate in Win2k.

 

I want to go higher than that, before in Win98Se i had 144hz / 800*600

 

My hardware:

Creative TnT2 Ultra, Nokia 446XS..
